What is Learning phase?

The learning phase is the period when Meta's delivery system is still exploring the best way to deliver an ad set, after the ad set is created or significantly edited. Ads Manager shows Learning in the Delivery column. Meta says ad sets usually exit after about 50 results in the week after the last significant edit. Performance is less stable and cost per result is usually higher until then.

Significant edits include changes to targeting, creative, optimisation event or bid strategy, adding a new ad and pausing for 7 days or more. An ad set unlikely to reach about 50 optimisation events in that week shows Learning limited, which Meta says is not a penalty.
